So far the only way we've seen for an atom to go from an excited state to the ground state is for it to collide with another atom and give up its stored energy that way. But there's another way for an atom to shed its energy. It can give off light!
You see atoms give off light every day. For example, in a neon bulb an electric current excites the atoms, which then decay back to the ground state. As they do this, they give off a characteristic red light. No other atom radiates that particular shade of red. For example, the element argon emits a lavender color.
