There is one big difference between atom-atom collisions and photon-atom
collisions. In a collision between atoms one of them may become excited as
long as the energy available is greater than some minimum, but a photon
has to have exactly the right energy in order to excite an atom: too much
energy is just as useless as too little. Why do you think this is?
