Correct!  The temperature increase needed to transition from the boiling point to the point at which atoms become ionized is significant.  This considerable amount of energy explains why we don't observe plasma under ordinary conditions. Only with the intense energy of a star does a complete transformation to plasma occur. Although the electrical energy used in fluorescent and neon light does form plasma, the energy input is not enough to transform all the gas into plasma.
