This is correct!  Plasmas conduct electricity!  If you looked carefully you would have noticed the free electrons migrating from right to left in the model (if you’re wondering, the cations were also migrating, from left to right).  This directional migration of electrons is known as an electric current.  You are probably familiar with the fact that most metals are also good conductors of electricity.  The reason is the same. That is, metals have mobile electrons that move throughout the solid.  The difference between a metal and a plasma is that unlike a plasma, the cations are not mobile in a metal.
