Rigid positive ions surrounded by freely moving electrons is an excellent description of the metallic bonding found in solid metals (you may have heard metallic bonding referred to as cations immersed in a “sea” of electrons). For it to be a plasma, both the electrons and the positive ions would need to have freedom of movement.
